I've done plenty of public sector work (doing two lots right now) and those
clients pay according to contracted terms (whatever those are), just like
anyone else. If they don't, they get charged interest and a collection fee,
just like anyone else. It's hard enough supporting your own business, let
alone anyone else's (council tax and business rates go to support the
council; taxes go to support the civil service, not my co's overdraft) .
Definition: Late payers are those who do not pay according to agreed terms -
the actual time isn't relevant.
